Request for Proposals

The Hinesville Downtown Development Authority is seeking proposals from experienced, licensed contractors to purchase vacant lots for the purpose of constructing single-family detached dwellings. Six (6) lots are available.  Respondents may submit a proposal for as many or as few lots as desired.

Interested parties should view the Request for Proposal package at, Community Development Department page or the below link.  Section 3, Minority, and Women owned businesses are encouraged to apply.  

Proposals must be submitted via the online system no later than 4:00 pm on March 12, 2021.  The Hinesville Downtown Development Authority reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process. 

A Reference Only Version of the RFP is provided for your convenience as an aid in gathering/preparing documentation.

Request for Qualifications

The City of Hinesville Community Development Department is accepting submissions for the following services on an ongoing basis.  

  • General Contractor: Projects may include renovation, rehabilitation, new construction, or clearance and demolition activities.
  • Rehabilitation Advisor: Complete home inspections in accordance with local, state, and federal standards then provide a comprehensive listing and approach to repairing identified items.

A separate response must be submitted for each opportunity.  Requirements may be obtained by following the links above or in person at the Community Development Department | 115 East MLK Jr. Drive Hinesville, GA 31313 | Monday-Friday 8:30 am – 4:30 pm, except holidays.

Minority-owned and women-owned businesses, socially and economically disadvantaged businesses, HUD Section 3 businesses, and small businesses are encouraged to submit responses.
